The reality in Gaza is different. The Israeli army continues its attacks. Its use of tanks has also been documented – tanks, which are regularly equipped with German transmissions manufactured by the company Renk. He received a bag of flour. Food parcels with canned goods, rice, pasta, and oil. Sometimes there is free food from field kitchens. Water tanks pass by occasionally. However, his mother urgently needs spinal surgery. It cannot be performed in Gaza. Like thousands of others, she is waiting for the Rafah crossing to open. Doch Karlsruhe braucht Zeit – Zeit, die in Gaza über Leben und Tod entscheidet.\n\nDer nun in Karlsruhe eingereichte Eilantrag soll verhindern, dass weitere Panzergetriebe ausgeliefert werden, bevor das Gericht entschieden hat. Im Zentrum steht eine politisch wie juristisch existenzielle Schlüsselfrage, ob Menschen in Kriegs- und Konfliktzonen überhaupt eine Stimme vor deutschen Gerichten haben, wenn deutsche Rüstungsexporte ihr Leben gefährden, und ob sie damit klage- beziehungsweise antragsbefugt sind. An dieser Frage entscheidet sich zugleich, ob Deutschlands verfassungsrechtliche Schutzpflichten an den Staatsgrenzen enden oder auch jenseits davon gelten.\n\nUN-Organe, der Internationale Strafgerichtshof und Menschenrechtsorganisationen dokumentieren seit über zwei Jahren schwerste Verstöße gegen das internationale Recht in Gaza: Kriegsverbrechen, Verbrechen gegen die Menschlichkeit, Genozid. Wer Panzergetriebe nach Israel genehmigt, leistet einen Beitrag zu einer Kriegsführung, in der systematisch Kriegsverbrechen begangen werden. **Das Völkerrecht gilt universell – auch in Gaza.&#x20;**&#x57;er Israel faktisch von den allgemeinen Regeln des Völkerrechts ausnimmt, schafft einen Raum der Rechtlosigkeit.
