All dies hat vermutlich dazu beigetragen, dass sich die Stimmung in Damaskus gegenüber der neuen Autorität zu wandeln begann. Inzwischen hört man täglich die Worte *„Wir sind nicht mehr so optimistisch wie früher*“ – selbst von Menschen, die den Autoritäten treu ergeben sind oder sich sonst nur ungern äußern. Die weniger Zurückhaltenden verlautbaren: *„Es steht nicht gut um uns“.*\n\nEine der auffälligsten sichtbaren Veränderungen in Damaskus in den vergangenen Monaten ist die überwältigende Zahl neuer Autos auf den ohnehin schon maroden Straßen – insbesondere große schwarze SUVs, teilweise ohne Kennzeichen, in die man nicht hineinsehen kann. Mit dem eigenen Auto zur Arbeit zu fahren ist so zu einer echten Herausforderung geworden. Selbst eine Einladung zum Abendessen anzunehmen oder sich abends mit Freunden zu treffen, bedeutet inzwischen, später durch die dunklen Straßen von Damaskus zurückkehren zu müssen, vorbei an immer mehr Kontrollpunkten. Die allgemeine Frustration, die sich nun bemerkbar macht, entspringt der politischen und sicherheitspolitischen Atmosphäre sowie der staatlichen Politik von Ausgrenzung und Intransparenz. Dies hat viele Aktivist\\*innen davon abgehalten, ihre dauerhafte Rückkehr nach Syrien weiter zu verfolgen. Einige sind sogar in offene Opposition zu den Behörden gegangen, nachdem ihre berechtigte Kritik mit Feindseligkeit und Angriffen von Regierungsloyalisten beantwortet wurde – vor allem in den sozialen Medien, die sich zu einem Schlachtfeld entwickelt haben, auf dem keine Beleidigung oder Drohung gegen Kritiker\\*innen ausgelassen wird. Auffällig ist zudem, wie die Regierung zu bestimmten Anlässen großangelegte Veranstaltungen mit der lokalen Zivilgesellschaft organisiert, wie etwa die am 21. August abgehaltene Konferenz unter dem Titel *„Massaker in Syrien – eine Erinnerung, die nicht stirbt: Dokumentation für Strafverfolgung“* in der Stadt Daraya.\n\nBereits beim Betreten der Vororte von Daraya – einer Stadt westlich von Damaskus, die nach Jahren der Bombardierungen während der Revolution fast vollständig zerstört ist – fiel mir die massive Sicherheitspräsenz auf. Kurz darauf begegnete mir ein Konvoi aus Luxusautos und SUVs. Da wurde mir klar, dass all diese militärischen und polizeilichen Maßnahmen lediglich der Ankunft des Kulturministers galten, der auf der Konferenz eine Rede halten sollte – ein krasser Kontrast zu den verzweifelten Bedürfnissen der Bewohner\\*innen und den enormen Ressourcen, die für eine Rede eines Ministers eingesetzt wurden, dessen Ressort mit dem Konferenzthema nichts zu tun hatte.\n\nDie Widersprüche beschränkten sich jedoch nicht auf den Auftritt des Ministers, sondern setzten sich auch im Thema und in den Beiträgen der Konferenz fort. Obwohl das Motto lautete: *„Man darf ein Massaker niemals vergessen, denn ein vergessenes Massaker wiederholt sich“,* konzentrierten sich alle Reden ausschließlich auf die Verbrechen des Assad-Regimes und die Notwendigkeit, dessen Täter zur Rechenschaft zu ziehen. Was in (Syriens Küstenstädten)\\[1] geschehen ist, blieb dagegen vollständig unerwähnt. Und das obwohl die Regierung selbst den Bericht der Internationalen Untersuchungskommission akzeptiert hatte – einen Bericht, der Massaker und schwere Menschenrechtsverletzungen dokumentierte und dessen Empfehlungen Außenminister Asaad al-Shibani sogar als „Fahrplan zur Aufarbeitung solcher Gräueltaten“ bezeichnete. Juli wurden die Rufe nach einem echten nationalen Dialog lauter. Die Ereignisse bedrohten die verbliebene Stabilität und den sozialen Zusammenhalt des Landes, Spaltung und Zusammenbruch schienen möglich. Als Antwort darauf haben wir am 18. Juli die Nationale Rettungsinitiative ins Leben gerufen. Wir, eine Gruppe von zivilgesellschaftlichen Aktivist\\*innen, die bereits an der Nationalen Dialogkonferenz am 25. Februar teilgenommen hatten, wandten uns in einem Brief an Präsident Ahmad al-Shar’a.\n\nDie Initiative sieht die Einrichtung eines offiziellen nationalen Dialogorgans vor, das aus unabhängigen syrischen Persönlichkeiten unterschiedlicher politischer, religiöser und ethnischer Herkunft besteht – mit einer starken Vertretung von Frauen und Jugendlichen. Dieses Gremium soll in Partnerschaft mit Gewerkschaften, Universitäten, politischen Parteien, zivilgesellschaftlichen Organisationen und nationalen Persönlichkeiten über 12–18 Monate hinweg inklusive Dialoge innerhalb und außerhalb Syriens führen. Ziel ist es, eine gemeinsame Vision zu zentralen Fragen zu entwickeln: von einem neuen Gesellschaftsvertrag, Grundrechten und Freiheiten über das politische System und Dezentralisierung bis hin zur Ausarbeitung einer dauerhaften Verfassung. Auch Themen wie Übergangsjustiz, Wirtschaftsreformen, Regierungs- und Sicherheitsfragen in der Übergangszeit, die Bekämpfung von Hassrede sowie die Einberufung einer Syrischen Generalversammlung sollen dabei im Mittelpunkt stehen.\n\nDie Initiative wurde bereits von mehr als 1.750 Organisationen und Persönlichkeiten des öffentlichen Lebens unterzeichnet und den Mitgliedern des Komitees der Nationalen Dialogkonferenz zur Weiterleitung an den Präsidenten übergeben – verbunden mit der Bitte um ein Treffen. Auf eine Antwort warten wir zwar noch, wir sind aber fest davon überzeugt, dass ein echter nationaler Dialog der einzige Weg zu Stabilität und Wohlstand in Syrien ist.\n\nGerne hätte ich in meinem vierten Brief aus Damaskus von positiven Entwicklungen berichtet. Doch die sozialen Risse, die das verbrecherische Assad-Regime und die langen Jahre des Krieges hinterlassen haben, vertiefen sich weiter. Vor allem, weil noch immer auf Gewalt und militärische Lösungen gesetzt wird, anstatt auf einen echten Dialog, der konsensuale Lösungen finden und Stabilität für Syrien und die Region schaffen könnte. Dennoch werden wir unsere Bemühungen fortsetzen und jede mögliche Gelegenheit nutzen. It has become common to hear the phrase, *“We are no longer as optimistic as before,”* even from those loyal to the authorities or those usually reluctant to express their opinions, and to hear *“Things are not well”* from the less reserved.\n\nOne of the most striking changes in Damascus in recent months is the overwhelming number of new cars on its already crumbling streets – especially large black SUVs, where you cannot see who is inside, some of which bear no license plates and do not even comply with traffic signals. No doubt, annual holidays and the weather has played a role, but I am not certain that the previous enthusiasm will return with autumn. The sense of frustration affecting civil society is now apparent to everyone, stemming from the broader political and security climate, and from government policies of exclusion and lack of transparency. This has led many civil society activists to abandon plans of returning and settling in Syria, while some have even shifted into open opposition toward the authorities after their legitimate criticisms were met with hostility and attacks from authority loyalists – especially on social media, which has turned into a battleground where no insult or threat against critics is spared. What is also striking is the government’s tendency to hold large-scale events on certain occasions, in partnership with civil or local society, such as the conference held on 21 August in the city of Daraya under the title *“Syria’s Massacres, a Memory That Does Not Die: Documentation for Prosecution.”*\n\nFrom the moment I entered the outskirts of Daraya (a city west of Damascus, almost completely destroyed after years of bombardment and barrel bombs during the revolution), I noticed the presence of heavy security throughout the city. Soon after, I saw a convoy of luxury cars and SUVs, and realized that all this military and police deployment was merely to secure the passage of the Minister of Culture, who was scheduled to deliver a speech at the conference – a striking paradox between the desperate needs of the city’s residents and the resources poured into a speech by a minister whose portfolio had nothing to do with the subject of the conference.\n\nThe contradictions, however, were not limited to the minister’s showing off. They extended as well to the conference’s theme and the speeches delivered. Although the slogan of the conference was *“You must never forget the massacre, no matter what, because a forgotten massacre is one that repeats itself,”* every speech and intervention focused exclusively on the massacres and crimes of the Assad regime and the necessity of holding its perpetrators accountable, while completely ignoring what had taken place in (Syria’s coastal cities)\\[1]. And this despite the Syrian government’s acceptance of the report of the International Commission of Inquiry, which documented massacres and grave human rights violations, and whose recommendations were described by Syria’s Foreign Minister, Mr. Asaad al-Shibani, as a roadmap for addressing such atrocities. In response, on 18 July, we – a group of civil society activists who had attended the February 25 National Dialogue Conference – launched the National Salvation Initiative in a letter to President Ahmad al-Shar‘a.\n\nThe initiative proposes to create an official national dialogue body composed of independent Syrian figures from diverse political, religious and ethnic backgrounds, with strong representation of women and youth. This body would lead inclusive dialogues inside and outside Syria over 12–18 months, in partnership with unions, universities, political parties, civil society organizations, and national figures. Its mission would be to build a shared vision on key issues such as: a new social contract, rights and freedoms, the political system and decentralization, drafting a permanent constitution, transitional justice, economic reform, governance and security in the transitional period, countering hate speech, and convening a Syrian General Conference.\n\nThe initiative has gained over 1,750 signatures from organizations and public figures and was submitted to members of the National Dialogue Conference Committee to be delivered to the President, along with a request for a meeting. We still await his response, convinced that genuine national dialogue remains the only path to Syria’s stability and prosperity.\n\nI would have wished to be able to report positive developments in my fourth letter from Damascus. However, the social rifts left behind by the criminal Assad regime and the long years of war are becoming increasingly deep – particularly as a result of the decision to continue relying on violence and military solutions instead of initiating a genuine national dialogue process that would find consensual solutions and ensure stability for Syria and the region.
